Kyle Beall is a partner in the Baton Rouge office of Kean Miller. He joined the firm in 1997 and practices exclusively in the environmental area. His practice involves most aspects of environmental regulatory law, including permitting, compliance, enforcement, insurance, and transactional issues with a particular emphasis on air quality issues. He assists and counsels clients in permitting and enforcement actions before federal and state agencies, on release notification issues, and on environmental audits, and has participated in rulemaking efforts at both the federal and state level. He has also lectured on a variety of environmental topics.

Kyle also engages in environmental matters that arise as a result of property transactions and routinely advises clients on environmental investigations and remedial corrective actions. After receiving a Bachelor of Science in Civil Engineering from Louisiana State University (LSU), he worked as an environmental engineer. In 1997, he graduated from the University of South Carolina, School of Law after attending his final year at LSU Law School in Baton Rouge.

Representative Experience

  • Counsel to the Louisiana Chemical Association (LCA) and many of its member companies – representation includes various environmental regulatory, adjudicatory, compliance, and permitting issues.
  • Counsel to Louisiana Pulp and Paper Association (LPPA) and many of its member companies.
  • Industry Counsel for the LDEQ Operating Permits Workgroup, a joint workgroup between the state environmental agency in Louisiana and the regulated community concerning a variety of permitting and policy issues.
  • Counsel to various members of the Louisiana Mid-Continent Oil & Gas Association (LMOGA)
  • Counsel to various industrial facilities in defense of New Source Review enforcement and Title V permitting actions.
  • Counsel to energy and cogeneration clients in obtaining PSD/NNSR, acid rain, and Title V permits for new or modified facilities.

Education

Kyle earned his B.S. in Civil Engineering from Louisiana State University in 1992. He earned his J.D. from the University of South Carolina in 1997 after attending his final year at LSU Law School.

  •  Admitted to practice before all U.S. District Courts in Louisiana and U.S. Fifth Circuit Court of Appeal.
