Larry Hand is a partner in the New Orleans office of Kean Miller. He practices in the Energy, Pipeline and Toxic Tort practice groups. Mr. Hand has extensive experience in energy law, regulation and litigation, insurance coverage and litigation, toxic tort litigation, contract litigation, and complex commercial disputes.
He has particular experience in complex legal representation of interstate and intrastate natural gas pipelines, natural gas gathering companies, crude pipelines, natural gas processors, power generators, marketers and distributors and oil and gas producers.
Larry was selected by New Orleans CityBusiness as a 2009 Leadership in Law Award recipient.

Representative Experience
- Lead Counsel for intrastate and interstate natural gas pipelines concerning commercial transactions and capital projects and expansions, including: negotiating and drafting transportation agreements, gathering agreements, treating and processing agreements, precedent agreements, negotiated rate agreements; evaluating impact of Natural Gas Act and Natural Gas Policy Act regulation; and federal and state permitting and clearances.
- Counsel for interstate natural gas pipeline in the negotiation and drafting of precedent agreements with foundation shippers for two $1 billion pipeline projects.
- Counsel for an integrated natural gas company in the negotiation of a suite of agreements involving the construction of oil and gas export pipelines and the ownership and operation of those lines to gather oil and gas production from a floating platform system situated in the Aliminos Canyon Block 857, offshore Texas in the Gulf of Mexico.
- Lead Counsel for oil and gas producer in the negotiation and drafting of agreements to transport oil and gas from a deepwater floating production system to on-shore markets.
- Lead Counsel for multiple natural gas pipelines in the determination of the jurisdictional status of such pipelines, i.e., intrastate transmission, non-jurisdictional gathering, interstate transmission (Natural Gas Act or Natural Gas Policy Act).
- Lead Counsel for natural gas producers and marketers concerning Federal Energy Regulatory Commission investigation into alleged violations of the Commission's capacity release and "shipper must have title" rules.
- Counsel for natural gas pipeline in arbitration with independent power producer concerning delivery rights under transportation contract and profiled service.
- Lead Counsel for intrastate natural gas pipeline in landowner dispute concerning whether pipeline servitude had prescribed for non-use, notwithstanding pipeline's active maintenance and inspection of the pipeline.
- Counsel for intrastate natural gas pipelines and gatherers in negotiations with landowners for land rights, drafting servitude agreements and counselling on expropriation matters.
- Lead Counsel for multiple intrastate pipelines in proceedings before the Federal Energy Regulatory Commission to establish rates pursuant to Section 311(a)(2) of the Natural Gas Policy Act of 1978.
- Lead Counsel for multiple gas marketers in the negotiation and drafting of purchase and sales agreements.
Education
Larry received his J.D., cum laude, from the Loyola University School of Law in 1995 where he was a member of the Loyola Law Review. He earned his B.A. from the University of New Orleans in 1991.
