Jenny Phillips is an attorney in the Baton Rouge office of Kean Miller. She joined the firm in 2006 and practices in the State and Local Tax and Governmental Affairs practice groups.

Jenny has extensive experience in the research of numerous state and local tax issues, including preparations for trials, hearings and mediations. She has particular expertise in taxation issues involving oil and gas well equipment, pipelines, trucking and transportation matters, and she has participated extensively in litigation, mediation and settlement negotiations with the Louisiana Department of Revenue; disputes regarding the classification and valuation of property; legislative amendments relating to tax exemptions and exclusions as well as the classification of immovable property.

Prior to returning to law school, Jenny served as a staff accountant at a well-respected Baton Rouge CPA firm, and as the Administrative Manager for a private, multi-million dollar business.

In July 2007, she passed the CPA exam.

Representative Experience

  • Representation of multiple trucking companies in connection with tax issues, including litigation, mediation, settlement negotiations with the Louisiana Department of Revenue and legislative amendments relating to the sales tax exemption for trucks and trailers used in interstate commerce.
  • Representation of an intrastate pipeline company in connection with the valuation of pipeline property, including, but not limited to the granting of obsolescence to arrive at the proper fair market value of the property.
  • Representation of a non-profit organization providing workforce housing in connection with an ad valorem property tax dispute with a local tax assessor.
  • Representation of a major gaming corporation in connection with various state and local sales and use taxes, Louisiana corporation income and franchise taxes, hotel taxes and federal income tax issues.
  • Representation of oil and gas companies in disputes with various tax assessors regarding the valuation of subsurface equipment for ad valorem taxation purposes.
  • Representation of an oil and gas company in connection with ad valorem taxation valuation challenges, including challenges to the taxpayer's ability to bring the valuation dispute.
  • Researched , lobbied and assisted in passing new legislation remedying the property tax law, as it relates to the classification of property as immovable, following the Louisiana Supreme Court's decision in the matter of Willis-Knighton Medical Center v. Caddo Shreveport Sales, 903 So. 2d 1071 (La. 4/1/05).

Education

Jenny received her J.D. and her Bachelor's Degree in Civil Law from the LSU Law Center in December 2004, where she was on the Chancellor's List and was honoured with the CALI Excellence for the Future Awards for Income Tax I, Partnership Tax, State and Local Tax, and Successions and Donations. She earned her B.S. in Accounting from Louisiana State University in 1998, where she was on the Dean's List and was a member of Pi Beta Phi, Beta Alpha Psi, and the Golden Key National Honor Society.
