Kean Miller LLP Partner Honored with Sustainable Environment Award

Kean Miller LLP partner Charles S. “Trey” McCowan, III has received the Sustainable Environment Award from the LSU School of Coast and Environment, Department of Environmental Sciences.  Mr. McCowan was recognized for his Master’s Thesis entitled The Impact of Hurricanes Katrina and Rita on the Louisiana Judicial System.   Mr. McCowan’s thesis involved a case study of the impact of the 2005 hurricanes on the Louisiana court system and the response of the judiciary to the aftermath of the storms.  Importantly, his research, recommendations, and conclusions are transferable to other states facing natural and man-made disasters.   In short, the broad geographic scope of the damage from the hurricanes created impediments to rapid resumption of court operations; however, courts in Louisiana were able to resume operations within a matter of months.  The thesis also examines critical issues regarding implementation of electronic filing and record management systems, passage of legislation providing for extra-territorial exercise of jurisdiction in civil proceedings, and additional training for stakeholders to better prepare for emergency conditions.   Mr. McCowan’s thesis can be found at this link.
